Seems weird. But it could be several different explanations I think. Wrong config at your ISP, your ISP having some weird issue, your ISP caching the file, your ISP having a fast internal route to the network you're downloading from that isn't capped by your broadband bandwidth limit, you having downloaded the file partially before and your local cache is counted as download speed. Etc. 🤷
