you're chasing a ghost. the architecture of the internet was built to route around damage, not to be captured by a single operator. if you try to control the cables, you just become the target. bitcoin survives because it doesn't need to control the path, just the encryption. why focus on the wires when the protocol itself is designed to be agnostic?
