It would certainly reduce the demand greatly. I don't think it would remove it altogether. Imagine someone who's actually quite well off and doesn't need social housing but is just visiting the country (or maybe a different part of the country from where they normally live) for a year or 2 for a temporary job. They probably wouldn't want to buy a home for such a short period.
