The Secret Service should have taken command of the roofs in the area instead of drawing an arbitrary ring around the venue and saying that's out of our jurisdiction.
Also, it's one thing to delegate security responsibilities to the local police in a city like NYC, and another to delegate it to police in a rural county who have no training in this.
