Imho because of 2 reasons:
1. Brits are allergic to paying tax.
They don't understand that tax is a good thing, and directly related to the public services they receive in return.
2. Governments see public services as a cost centre.
And don't understand public services are vital for public health and wellbeing, even though you can't define their ROI in pounds and pence. So they refuse to spend, which in turns leads to 1.
