To elaborate on this a little bit: I think that one of the things Scott Adams is responsible for with years of Dilbert cartoons - even before he went all the way bonkers - was convincing engineers, particularly young engineers, that management and leadership is irrelevant and can be ignored.
Practically speaking, this has steered a lot of smart people away from those roles, and left a vacuum to be filled by people who don't understand or care about the anything they manage in a vicious cycle.
