Probably another side effect of the inherent biases in US combat medical training. The assumption is that casualties get evacuated and receive proper medical attention quickly, so wounds can be evaluated and unnecessary TQs removed before they cause damage due to lack of blood flow. In that context better safe than sorry. In the context of delayed evacuations or worse, you really need people to have the training to only use them when absolutely necessary.
