Aren't there studies that show that it is very hard to pinpoint what will be "high impact" x years down the line? And some of this work was hardly cited until it "broke through" into mainstream, or was revisited.

This seems to me like beating a dead horse with a stick, i.e. trying to fix the slopocalipse with citation metrics.
