There was a time when cypherpunks built technology for free. Their motivation was passion, conviction, and dissatisfaction with the system they were fighting against.
Today, too much of the space is populated by glorified IT contractors who will work on anything if the paycheck is large enough. They go wherever the grants flow, serving whichever sponsor is funding them this cycle.
