The Democrats caving is not about 8 Senators. Regardless of how everyone voted, this was a leadership decision. Votes are orchestrated to provide enough votes. Similarly votes when Democrats are in the majority votes are often orchestrated so that there are just enough no votes to block measures the leadership does not really want to pass.
