Without a survival threat, they commit crime as deep as they can.
Only deep catastrophe triggers economic reforms (seen globally in 20th/21st century market reforms). After all, why grant freedom when things are "passing"?
Reforms aren't about liberty, but the political class's recognition of crisis and act of survival.
