People think kinds are scarce. They are not scarce.
The only point of kinds is forcing people to agree on interoperable standards. These agreements will not be possible anymore once we get to a certain number of kinds (10000?) -- therefore we don't have to worry about exceeding the 40000 soft limit we have today.
But even if we manage to exceed that you shouldn't worry, there are still many numbers after 40000.
