Composes happen daily, but are usually only pushed to the mirrors once a week on Mondays. The bootc image is built with the latest compose repos enabled, so if it builds on a Tuesday it could have packages baked in that won't be on the mirrors for nearly a week. They need to stop enabling the latest compose repos during the build, I'm not sure why they haven't yet.
