Menger's marginal utility theory actually uses water scarcity to answer value and as a refutation of labor theory of value— the first bucketof water is invaluable and used to drink, then to cook, then to bathe, clean, etc. and only when satisfied does water become a non-issue of decreasing value. No White people that I'm aware of are incapable of building a well and having decent drinking water, so maximum human impact from an act like this goes to random African area. Dollar per benefit, you can't beat a well for immediate ROI, although it's not going to fix the problems if they don't learn land management and resource conservation and ecology (not holding my breath on that).
