No White people that I'm aware of are incapable of building a well and having decent drinking water, so maximum human impact from an act like this goes to random African area. Dollar per benefit, you can't beat a well for immediate ROI, although it's not going to fix the problems if they don't learn land management and resource conservation and ecology (not holding my breath on that).
