Same read from me. Elevated shot with even a cheapy PSA rifle and an LPVO or cheap optic zeroed to 100 yards and a bit of training it wouldn't be hard. Boxed in courtyard so minimal wind, aim it on his head, end up hitting low due to the elevation.
Tons of BLM land and shooting ranges in the PNW and Utah/Idaho which means training can be done without scrutiny. And I know a number of those ranges have seen upticks in antifa types going out to train since ~2020-2021. So these people don't need to have just hatched the idea a few days prior. Plenty of them are training.
