Signage is an insufficient barrier because the culture, and most of the rest of the built environment, generate/encourage a practically endless supply of oblivious drivers, badly piloting big vehicles, who are used to frictionless passthrough.
"They ignore warning signs" - no, they don't even *perceive* them.
Translate that dynamic to your group, club, etc. that's open to the public: a posted policy is insufficient...
