GrapheneOS is an Android ROM that is, by default, totally stripped of any and all code controlled upstream by Google. It gives you the option to run Google Play and everything related to that in what they refer to as a sandbox, though, which is exactly what the name would suggest. It also gives you other options that don't exist on stock Android that I love, such as location permission per app, rather than that being limited to simply turning location either on or off for everything.

Also, to answer your other question, AFAIK, it is NOT available on any Android device (sadly, if you're asking me; I would love to see that). Unless they changed something, it is, however ironically, supported on Google Pixel hardware and nothing else.
