I do not think prescriptions should exist.
I think all drugs should be available to everyone at all times without cost. AND expert healthcare consultation should be available to everyone at all times without cost. AND all the social determinants that lead to addiction and drug abuse should be addressed. AND that addiction and drug abuse should have free treatment. AND that not all regular drug use is addiction.
