I'm with Alister Cooke on this. It's an authorised militia (the US didn't have an army then) that is authorised to bear arms. Not any man.
Too little law (and unprofessional police), too many poorly regulated weapons and poor democracy.
What is the National Guard for? Surely only they and Military should routinely carry weapons.
