I guess the most direct question for Mr Vance would be "there are billions of people in India, many of whom want to be here, why not just let them in, if you were worried about falling population?"
At that point he wants to say something about US culture being unique, and uniquely productive of fine citizens. That's the grift. The wink wink racism.
