Fun Fact: Los Angeles by design has a very weak mayor, unlike cities like, say, New York. Most power officially is in the hands of the city council, but many observers feel that it's actually the city-owned LADWP (Los Angeles Department of Water and Power) that really runs the city! In my many interactions with their technical teams over the years, I've always been impressed. Yesterday I had the opportunity to watch an electrical job being done where a trainee doing the actual work was being observed and guided by three other employees and it didn't fail to impress. And four pairs of eyes on the work -- excellent!
