This is a common misunderstanding. What you are seeing in the UK is Fabian Socialism. It dates back to the oldest think tank in Europe called the Fabian Society and it is a top down technocratic authoritarianism more than any actual socialism. It was the vision of the Fabian socialists that inspired the works of George Orwell.
