Correction, Reuters: Israel CAN NOT issue "evacuation order" in Lebanon, just as it can not in the Gaza Strip of Palestine.
That's just not how any of this works.
It can issue orders in Israel while unoccupied elsewhere it can only issue advisories, recommendations, etc, but not orders and the people have literally no obligation to follow those, which also do not in any way diminish Israel's target verification obligation to ensure only military targets are targeted.
