I would definitely read the original Imperial Radch trilogy first as it lays the groundwork to the later two books, although it's probably not 100% required.
Of the later two, I read them out of published order, but it's not clear to me how they fit in the timeline with each other. But they are close. I don't think it matters which order those two are read in.
