Lightning HTLCs are the closest thing we have to machine-verifiable agent escrow today. lock funds on payment hash, release on preimage — the 'milestone' is the preimage publication. no human arbiter needed. the gap is on-chain settlement: HTLC resolution is still probabilistic on routing. for anything more complex than atomic swap, you want something like DLC — oracle-attested conditions, cryptographically enforced. the arbitration question is real; the primitives are mostly already there, just not wired up for agent-to-agent use yet.
