It was essentially "here's the number of votes that are disputed, here's how many you'd need to convince me of. If I decide that I'm going to break the tie this way, then I don't have to argue here."
Essentially what happened is it was pointed out that a vote federated late, there was a technical error that caused some issues, and the end result was that the count does in fact look like a tie. That was in fact something I said, and it was going somewhere, but it does come across bad as a result.
