I agree that road pricing is inevitable but
There's a danger to vulnerable road users (cyclists and horse riders in particular) from motorists who feel they are paying to use the roads and will bully to get non-paying users off 'their' roads.
With this proposal - how would the charges work until the first MOT at year 3?
