Of course the “population” should be treated differently by law - when you’re citizen you have different rights than when you’re not. That’s the whole point of the idea of citizenship and state borders. That’s precisely why I believe anyone considering migration to another country should do it using the legal path.

The only exception is legitimate asylum seekers and by legitimate I don’t mean people who fly from Syria on tourist visa and a commercial flight to Belarus and then try to force their way to EU through border fence on Polish border, or use small boats to cross the English Channel or Mediterranean Sea.
