We became a victim of the foolery going on in the US. We are a recipient of a grant from an organisation in Europe. At the time of application we budgeted with an estimated exchange rate of 1 Euro to about 4,000 UGX. Today the money comes in, and the bank calls to say the rate has dropped to 3600. That means we get over 10% less than what we expected. The bank official simply said "I don't know what that US guy did, but this is a direct result."
