I think you are confusing symptoms with causes. Like most things there is scope for both ownership and renting /leasing.
There are good reasons for people choosing to rent or buy - it all depends on circumstances.
The underlying issue is the limited availability of properties due to supply constraints and lack of council housing. This results in high prices and unaffordable rents.
I'm happy to agree to disagree. The world is big enough for both viewpoints
