Yes, it will stay permissionless by design. But if state says I.e. you can use bitcoin, but within our „rails“ (quasi l2). using bitcoin outside of this layer is a crime, probably 98% of people will comply.
The only solution to this in my opinion is building tools and adopting circular economies.
