It’s probably a creature of statute, I assume there are statutes in most states that if you commit a gross civil traffic infraction it can come with license-related penalties. Probably not something the complaining party can request, but let’s say her lawsuit establishes some gross negligence that triggers one of those statutes then it might be something that the DMV-type entity takes note of.

An example is like if someone is found guilt of murder, it’s much easier to establish civil liability in a separate suit following a conviction because facts attendant to the conviction are considered established for the civil suit.
