I have a suspicion that it’s not an accident there is bombastic focus on the inputs “Give us your 5% GDP now!” and not the outputs, because the outputs are embarrassing.
After so long relying on the US for volume and EU joint programmes for technical, UK-standalone work is, frankly, often overpriced, late, and crap that nobody else would use, hence the desperation to retain compulsory procurement from UK taxpayers.
No minister will stand up and declare incompetence and impotence.
