I think this is a very noble intention, but I think it can make the environment more confusing than valuable, since in practice it will encourage people to post anything to earn zaps, not what truly generates value for others.
Furthermore, random zaps are rarely truly random. They will almost always remain in their own bubble (if posted in your followers feed) or follow the time of the post, approaching your UTM zone (if posted in the general feed).
