The most-equal tax is a poll tax. Everyone resident over the age of 18 pays €100 and basta. Nobody needs to know any of your private business, taxes don't skew Investment, and everyone pays their own way.
This means that everyone profits equally from public costs being cut and the tax being lowered.
Progressive tax systems always end with the poor voting themselves money from the rich and the rich trying to take over government to wrangle out exceptions to protect their wealth and income.
A city with 100k adult residents would have a steady income of €10 million and that is plenty. That covers running costs and pensions and for investment they can issue bonds. Then people can "vote" on the investment by purchasing bonds.
