Considering how fond governments are of 'creative accounting', I can't understand why they don't calculate the amount of electricity that can be generated from their stocks of depleted uranium using plutonium breeders, then multiply by the current wholesale price of a kilowatt-hour, then by (say) 0·2 for a typical nuclear contribution of fuel to power cost, and announce that the whole country is rich.
