This bill would change the definition of “material damage” under the Montana Surface Mine Reclamation Act, allowing coal companies to sidestep responsibility for water pollution and harmful impacts. It would even allow them to conduct their own analysis on the damage, instead of the Department of Environmental Quality (DEQ), a classic case of the wolf guarding the henhouse. 🐔🐺
