It's a set of very well made (in Japan) pliers designed to grab and remove stripped screws etc.
I wish I'd had these for 50 years. I've used it for a reluctant screw; a stuck, snapped PLA rod in a prop, and to hand-turn a small (4mm) drill bit. It bites & grips very well. A bit pricey but quality, I'd recommend them. I got the Medium size.
