Well to be honest I don't know how exactly those taxes have been proposed in past. I think that it should work as proposed, either 1btc each or 5% of income each and time should be specified too. There was important addition to that, as bad actors bribed by other countries were saying liberum veto to prevent building up standing army (armies were often private). They came up with idea that if one disagrees then he doesn't pay such tax but everyone who doesn't oppose, pays it. Either this, either killings what have been happening too.
