This is a really dumb oversimplification. It doesn't talk about what the money goes to. An insane amount of it does go to war/defense. But it also goes to roads, infrastructure, national electricity grids, schools (use to be a good thing, but now not so much), parks, land management.

There isn't a small army of enforces that are IRS agents. A lot of those circles, well over 2/3rds likely, believes in the way the system is laid out. They have enough belief that those who apply and get hired to be police, enforce the laws of the small gang. People elect smaller gangs that appoint/elect local judges. The judicial systems people believe in enforce tax laws. You can sometimes win over a jury in a tax evasion case, but it's a huge risk.

There is way too much money given over to war. But that too is a bit of an over simplification. Why does the EU have so much money for health care? They've outsourced defense to the US. Their medical innovations mostly come from the US. When they can't afford their own health systems, nations like Canada start promoting MAID/suicide.

A developed State provides for technology to scale immensely. The Internet came from defense. Mass communication from war technology. A stable state can always provide cheap clean water.

But power has to be balanced. When people do not feel they have to answer to the people, and/or a higher power, they believe they know the best way to direct the society, because that society selected them. If they grow more control and dismiss criticism, you get China with its devastating one-child policy, corrurpt construction business and cities that are built to literally fall apart.

The key is to always accept criticism. But those in charge always want to squash any freedom to speech and disagree. If enough people stop having faith in the State, it evaporates. You will likely lose your clean water, infrastructure, electricity and food security. Sometimes you won't, but it's rare, and usually the resulting state will have to be more authoritarian.
