The failure of liberalism, at least as a mode of analysis, is its utter inability (or unwillingness) to consider systems as systems.

To liberalism, an institution is, at worst, a neutral tool that can be wielded by anyone for any purpose. Problems emerge not from the system itself, but rather from the personalities of the people in charge of the system.

It does not occur to them that systems produce the results that they do systemically.
