Interesting case that just came up at the CSS Working Group. Browsers don't currently agree, and the spec isn't very clear:
What's the specificity of an `&` without a parent selector to refer to?
We know what it selects (the :scope or :root) – but we never clearly defined the specificity.
(we resolved on [0,0,0] no specificity)
