The altercation was because the skinhead accused the nog of stolen valor, and ripped a patch off his wheelchair. The nog pulled a knife and an airsoft gun on the skinhead. The skinhead fumbled around with his purse like he was looking for his lost keys, and blasted him.
This happened in Washington. It's not a typically gun friendly state, but they've got some fucked up stand your ground laws, and this might actually be self defense on their books.
