During its worst years, the USSR had foreign troops occupying parts of its claimed territory up to 1924, and Muslim guerillas in central Asia into the 1930s. Then that long-forgotten war with Afghanistan in '29, and interventions in Western China in the 30s.
Communist China had a standoff with Taiwan, scattered cross-border raids out of northern Myanmar, and troops rotating through Vietnam securing the tungsten mines and Ho Chi Minh's rear areas.
Not WW2 levels of military mobilisation, but certainly not what I'd recognise as peacetime...
