"Useless" is a strong word. The auto-generated CRAN citations now list both the version number and the DOI.
So while we chose the version-independent DOI in order to accumulate citations most easily, I think it should help to some degree with reproducible research as well.
But you are correct that unique identification of the specific version was not the top priority for the DOIs.
