I am genuinely interested in how? You mention infrastructure. I am thinking offensive capabilities. Infrastructure is the first victim in a war. Supply chain is the motor of it.
TBH: I want a solarpunk future. I know we will always find ways for armed conflicts but I hope a renewable based economy will reduce capability and desire for it.
