The difficulty here is people. Unfortunately, a lot of people are at best morally & ethically grey, & even if we were to replace all the current members of the police force, those new members would still be coming from an uncertain pool of candidates. A bit like replacing Tories with Starmer. The problem is compounded by the fact that this also extends to the people who would be selecting new candidates, not only the replacements themselves. I don't have a solution.
