The rules are all about what landlords *can't* do, with nothing about any maintenance they *should* do. So they do nothing. Some get rent, more just sit on assets that have value on paper.
There are more buildings empty and rotting than in use. Cannabis grows, fires, and dangerous squats are common. The heritage that is supposed to be preserved just crumbles.
