Yes, but money aside, it is easier to start a rocket company anywhere in the US than is it to pave a parking lot in the Cotswolds.
That is of course a slight exaggeration and picking on a particularly persnickety corner of the UK. But in general the long history of Europe makes it very difficult to do anything new. Rules tend to pile up and make progress difficult. The U.S. isn't immune to the problem, but it is younger and we have very few sacred structures in our way, both physical and societal.
This is also a drawback. Since we haven't had time to accumulate cruft a lot of what we do build exhibits an alarming lack of constraint. Our building are quick, cheap, and soulless. We have McMansions.
But we also have air conditioning.
