I have the same problem with Hugo. I pinned it to stick to version 0.134 as a newer one also broke my site and I had no patience to fix it.
That's not a long term solution though.... eventually I'll either have to update my blog or switch to something else. Hugo is okay, but if it breaks the site every few months, that's a pretty big red flag.
